Job Description

The BuroHappold Economics team has developed strongly over the last few years, with a growing international portfolio of economic development and urban regeneration projects. 

The group takes a lead role on the majority of its projects – managing the relationship with the client and building multi-disciplinary project teams drawn from both inside and outside BuroHappold Cities. Close integration between economics, planning and engineering disciplines is a market differentiator for the consulting group’s work.

The projects within the group cover a wide range of issues - from industrial and sector strategy; enterprise and SME development; capability development; urban resilience and infrastructure development – and at all levels from regional planning through to development of key sites within cities. The project workload has a strongly international focus, covering both developed and developing countries.

Example projects include:

  • DLR Lewisham Extension, UK- the preparation of passenger forecasts for the link to cover the period to the end of the concession in 2021. The findings of the report were utilised in the financial model for the concession.
  • Kuwait Economic Zones – preparation of a national level strategy for the development and spatial integration of three new Special Economic Zones, aligned to the country’s plans for economic diversification, development of the SME sector and increased economic participation.
  • Rosario to Victoria Toll Bridge, Argentina – advice to investors regarding historic traffic and revenue levels 

We are looking for a high potential Senior Consultant with a background in economic development who working as part of a dynamic team will shape creative solutions to address the challenges facing cities around the world.

What will I be doing?

  • Contributing towards innovation, technical capability and skills development initiatives and programmes.
  • Monitors and manages the successful delivery of projects in this context and in terms of technical quality, timely delivery, financial performance and client satisfaction.
  • Contribute to developing an active pipeline of Strategic Planning business opportunities aligned with the business plan.
  • Maintaining an accurate picture of current and future market trends in order to establish and continuously improve our offering across the sector
  • Accountable for effective business and project planning on projects where project Leader; and supporting own direct reports to deliver in this respect.
  • Developing tailored consulting technical solutions; ensuring the delivery of exceptional cradle to grave support to clients, delivering an approach that adapts to their understanding, experience and needs.
  • Main project lead taking ownership of the financial and technical success of the projects whilst strengthening the client relationships and repeat business opportunities.

What can I bring to the role?

  • Breadth of perspective and an ability to provide strategic consultancy advice including in relation to economic development strategy and policy, integrated urban development and strategic spatial planning projects.
  • Experience of working with UK and preferably internationally supporting public and private sector clients.
  • Demonstrate an understanding of urban/city challenges and the value of providing a spatial understanding and integrated offer (including planning, economics, infrastructure, environmental and digital expertise).   
  • Awareness and understanding of what it takes to deliver effective and viable client outcomes.
  • Project leadership and management skills with a track record of exceptional technical delivery (5+ years post qualification experience).
  • Effective stakeholder management and engagement skills
  • A collaborative team player effective in leading high performing multi-discipline project teams.
  • Experience of work winning and ability to build relationships with public and private sector clients.
  • Capacity to innovate and work at the leading edge of our industry evidenced through involvement in incubation and application of new solutions, thought leadership and applied research and development activities
  • Interest in working internationally and a willingness to travel.
  • Demonstrate cultural awareness and ability to work across a wide range of geographies.
  • Foreign language skills desirable

IT skills

  • Data handling and analysis – MS Access, medium-advanced Excel 
  • Statistical packages - SPSS, Stata
  • Spatial data analysis – Arcview, QGIS, R 
  • Business intelligence software – MS Power BI, Tableau


  • Essential minimum 2:1 honours degree in economics, statistics or social sciences (where economics  comprises a significant component) from an internationally recognised university
  • Essential postgraduate degree in a subject area related to economics, urban development or data science
  • Desirable - Professional chartership to a relevant professional body.

  • Strategic advisory for urban development and regeneration and/or infrastructure plans programmes and projects
  • Economic development strategy for cities and regions to support competitiveness, productivity and diversification objectives.
  • Development economics
  • Environmental economics applied to address urban development challenges
  • Industrial and sector strategies
  • Tourism strategy and market development
  • Real estate advisory
  • Private sector development expertise including enterprise and SME strategy
  • Labour market, skills and human capital development strategy
  • Foresight and scenario analysis techniques

 Economic assessment and appraisal

  • Quantitative economic analysis and demographic modelling to identify economic and social needs and demands for development and infrastructure
  • Economic appraisal and economic impact assessment, along with familiarity of design, development and use of financial or business case modelling techniques for urban, infrastructure, environmental and digital interventions
  • Policy appraisal

 Urban informatics and data science

  • Data mining and urban and social informatics including the handling and manipulation of large datasets
  • Spatial economics and statistical analysis of urban patterns and processes
  • Development of urban models
