Buro Happold is soliciting applications for various roles in support of the establishment and operation of a portfolio management office (PMO) in Riyadh, Saudi Arabia. The PMO will oversee the development of a mega project from conceptualisation to implementation. The project is a new city development in Saudi Arabia, which has the highest ambition in terms of offering quality of life to its residents whilst providing a paradigm shift of what constitutes a world-class business environment. The project further sets out to become a model development for how future cities should be designed, delivered and operated.

The Transportation Engineer will be a key person within the program management office (PMO) team that is in effect part of the client organisation. The PMO team covers both technical and management. Experts from within the firm and external consultants will supplement the core PMO team. Other organisations will provide legal expertise and business and financial inputs. The project will move quickly with fast track methods of planning, design, procurement and construction to accelerate the implementation.  Due to the importance of the project and the desire to progress to implementation expeditiously, the client will be heavily engaged in procurement of planning and design consultants and contractors as well as direct procurement of specialist products.

What will I be doing?

  • Develop a detailed and up to date understanding of the clients vision and objectives for the program of development of the new city
  • Take the lead role in developing transportation procedures and guidelines for highways, airport, roads, and operations of ports, harbours, canals, other maritime facilities, and other vehicular facilities as well as their related bicycle and pedestrian realms, whilst coordinating with senior PMO team.
  • Work with other team members to include smart systems as they apply to transport
  • Handle the planning and design phases, and design review of highways, roads, and other vehicular facilities as well as their related bicycle and pedestrian realms.
  • Analyse locations of high traffic volumes and develop mitigating measures to maximise capacity, minimise congestion and improve safety
  • Check construction plans, design calculations, or cost estimations to ensure completeness, accuracy, or conformity to engineering standards or practices.
  • Regularly report to the PMO Director on the status of the procurement activities

What can I bring to the role?

The Transportation Engineer should have a track record of developing Transportation systems and delivering the transportation function on projects of a similar scale and should span the program life cycles from conceptualization, initiation, engineering, construction, handover to close out.

  • Good understanding of how large scale planning and design of urban project are undertaken covering transport and infrastructure facilities and networks and as well as buildings across a broad range of sectors.
  • Good communication skills
  • Bachelor of Science Degree in Transportation and Logistics Technology is required.
  • Minimum of ten (10) years of experience in the field of transportation planning, design and construction with at least of five (5) years working on mega projects.
  • Strong experience in traffic planning tools, local and international policies, and guidelines.
